PROBLEM TO BE SOLVED: To correct a part which cannot be error-corrected with an easy processing since data for regular reproduction is corrected by using data for special reproduction so as to circuit data for regular reproduction at the time of correction when an error cannot be corrected at the time of transmitting or recording picture data which is data-compressed by using highly efficient encoding. SOLUTION: A transport packet decoding circuit 22 decoding encoded data for regular reproduction 48, a PES packet decoding circuit 24, a transport packet decoding circuit 23 decoding encoded data for high speed reproduction 49, a PES packet decoding circuit 25, a replacing data generating circuit 28 replacing a video signal for special reproduction with the video signal of a part which cannot be decoded when the part which cannot be decoded owing to too much errors in a video signal regular reproduction exists, a demultiplexer 20 and the like are provided.
