PROBLEM TO BE SOLVED: To provide a two inputs/two outputs element having a polarization conversion element and that optical path lengths of first polarization and second polarization separated by a polarizing beam splitter and the optical path length of their polarization planes which are othogonally intersected with each other, coincides with each other. SOLUTION: In an optical circuit element 200, respective elements are arranged so that the first polarization inputted from a first input port 10a and separated by the PBS 10 propagates through a first Faraday rotator 12a, a first polarization synthesis separation element 16a, the polarization conversion element and a second polarization synthesis separation element 16b, and thereafter, the polarization of a polarization converted wavelength propagates through a fourth 45 deg. Faraday rotator 12d to output from a second output port 10β, and the polarization of a polarization not converted wavelength propagates through a third 45 deg. Faraday rotator 12c to output from a first output port 10α.
