PURPOSE: To provide a memory capacity required for efficiently processing a packet with an extremely simple configuration and also suitable for forming an LSI. CONSTITUTION: A CAM 25 converts a logic address VPI/VCI into physical address of a RAM 26 from the header of an arrived ATM cell, and gives it to the RAM 26. The CAM 25 newly registers the inputted VPI/VCI into a non- used region or deletes the registered data to form a non-used region when the VPI/VCI corresponds to a new registration or a registration deletion. Further, an empty work detection circuit 27 selects an arbitrary one word from the non-used region of the CAM 25 at the time of new registration or newly selects an arbitrary one word from the non-used region when the registered data are deleted to from a non-used region.
