PURPOSE: To send out packet data with priority corresponding to the processing contents of the data. CONSTITUTION: When a DTE 1 sends packet data of AP 4 to an opposite DTE 3 through a packet switching network 2, the DTE 2 is equipped with a priority management table 7 wherein at least priority and the numbers of stagnating packets are previously set by APs 4 and data kinds corresponding to the processing contents of data, and the data control part 6 of the DTE 1 performs retrieval from this priority management table 7 and sends out the packet data in the sending-out order based upon the priority information in the priority management table 7 from the data kind that stagnating packet data exist. Further, priority processing time zones are previously set by the data kinds; while the current time is in a priority processing time zone, a timer monitor and control part 8 sets a priority state to 'ON', and a data control part 9 selects the data kind whose priority state is set to 'ON' as higher priority.
