PURPOSE: To provide a substitute reception system in which no large capacity of database is required. CONSTITUTION: Plural radio base stations 20A, 20B, 20C are wired-connected to a communication company network wire-connecting each telephone terminal equipment, each of the radio base stations is communicated with plural terminal equipments 1A', 1A, 1B through a radio channel and wire-connected via a data management center 40 and a network 41 storing and managing various data of the base stations 20A, 20B, 20C and the terminal equipments 1A', 1A, 1B. A memory 31A(1B) in common use for a voice mail (electronic mail) and a speech memory and a device (not shown) measuring an output level of the terminal equipments 1A, 1A' whose distance differs from the base station 20 and adjusting the level to be a prescribed level are provided in the inside of the base station 20 as explained later.
