PURPOSE: To economically stabilize rotation of the rotary cylinder device. CONSTITUTION: An outer peripheral surface of the rotary cylinder 1 is provided with a projecting part 11 projecting integrally with a part of the outer peripheral surface so as to be continuous with the outer peripheral surface. Then, the outer peripheral surface of the rotary cylinder 1 is provided with a thin wall part, and the projecting part 11 is formed by working the thin wall part in a method of giving a load onto the outer peripheral surface side. Action force between a tape and the rotary cylinder is corrected to be constant by this projecting part 11 as a substitute for a head.
