PURPOSE: To reduce a call loss due to a failed access by reporting a radio cell with a restricted access to a mobile station in a busy state or in a standby state in a restricted radio cell or its adjacent radio cell and excluding the restricted radio cell from a selected object when the mobile station selects the radio cell to be accessed next. CONSTITUTION: A base station controller 2 controlling a base station 5 in a connecting and a busy state with a mobile station 8 retrieves an adjacent cell management table displaying an adjacent cell to each cell of base stations 4, 5 under the control of a controller of its base station to check whether or not a maintenance restriction object base station 6 is an adjacent base station of the base station 5. When the base station 6 is an adjacent base station of the base station 5, a perch channel of the base station 6 is deleted from adjacent cell information representing a perch channel of the adjacent cell for each base station. Then the erased adjacent cell information is reported to a busy mobile station 8. The mobile station 8 selects a perch channel of the base station 4 based on the information. |
