PURPOSE: To enable a data base retriever to easily ask advice for a retrieving item of a preceding user by retrieving an adviser for a question item issued from a questioner from an adviser list and transferring the question to the retrieved adviser. CONSTITUTION: A news referring/contributing means 32 registers a contributor for the news of an item registered in a data base as an adviser for the item. At the time of retrieving the item, a record retrieving means 38 retrieves an adviser registered in an item/adviser list 39 from the list 39. A question transfer means 310 transfers a question issued from a questioner to the adviser retrieved from the list 39. Consequently a data base retriever can easily ask advise of a preceding user.
