A video signal transmitter-receiver which transmits a first video material composed of a series of video signals to a destination by converting the video signals into picture data in units of a predetermined block and sending the picture data through a transmission line in an asynchronous transfer mode and receives a second video material composed of the series of video signals transmitted from the destination by receiving picture data inputted in units of the block in the asynchronous transfer mode through the transmission line and converting the picture data into the series of video signals. The transmitter-receiver transmits digital video signals of a synchronous transfer system through the transmission line in an asynchronous transfer mode of, say, the B-ISDN, by temporarily recording a series of digital video signals on a specific video signal recording medium, reproducing the signals and sending the signals through the transmission line in the asynchronous transfer mode, and by recording the data on a recording medium, and outputting the series of data received through the transmission line in the asynchronous transfer mode. Therefore, the working efficiency is improved by transmitting and receiving the video data through such a transmission line.
