The driver rotates the steering wheel(2) for orientation, the permanent magnets(M1,M2,M3,M4) are rotated. At this time, by the repulsion of the permanent magnets(M1,M2,M3,M4) and the electric magnets(E1,E2,E3,E4), the steering shaft(4) rotates freely even without much manipulation. Everytime the steeling shaft(4) conducts rotation more than 90, 180, and 270, each sensor transmits the rotation angle to the ECU(26). Accordingly, when ECU(26) changes the direction of the electric current fed to the reduced capacity part(18), the polarity of the permanent magnets(M1,M2,M3,M4) are switched, while the continuous repulsion is generated.
