The central terminal modulating apparatus is comprised of a waveform shaping filters(100,200) waveform-shaping same signals(I,Q signals) separated in a transmitting signal processor(22) to limit an usage band, then transmitting to a frequency mixers(23,24); the I and Q signals of velocity of fb transmitted from the transmitting signal processor(22) passing through the waveform filters(100,200) to be mixed respectively with signals of a same phase and of a 90-degree phase difference(25) from a modulation frequency signal generator(26) of frequency fc at the frequency mixers(23,24); in this case(a') the spectrum(29) of the output signal having its form in which a central frequency is fc, and which form is fc+/-fd band limited; this signal being converted and amplified into a transmission RF signal in a RF equipment(27) and being transmitted to a satellite through an antenna(28).
