A panel jig means(20) and a tile(10) are provided to the lower case(112) in the press means(110), and the press means(110) turn round 90 degree to take position in the resin foaming device(70). As the foaming device(70) works by the electric signal, a certain amount of polyurethane resin is foamed and a poly urethane resin layer(71) is formed on the reverse side of the tile(10). Then, the upper case(111) is overlapped on the lower case so that the reverse side of the tile(10) and the polyester resin layer(71) stick together and are solidified to produce a panel member(100).
