PURPOSE: To inexpensively obtain a magnetic recording and reproducing device capable of surely cleaning the strains of a head and the stains of a stationary drum with an exremely simple structure while guide rollers are held fixed in a position where magnetic recording and reproducing are executed. CONSTITUTION: A cleaning tape 20 is constituted by forming a cleaning layer contg. a polishing material, cleaning material, etc., on a base film formed out of a material, such as polyethylene terephthalate or polyethylene, having high elasticity and having a width approximately equal to the width of a magnetic tape 1 and a thickness of about 5 to 20μm. A supporting member 21 is arranged in the position where the cleaning tape 20 is held pushed in and deformed byαwhile a rotary drum 3 is held still. At this time, the cleaning tape 20 comes into contact with the rotary drum 3 and the magnetic head 2 under a contact pressure P0. This contact pressure P0 is so set as to attain the value lower than the required pressure P1.
