PURPOSE: To provide an encoding controller capable of eliminating the degradation of movement and removal frames in video signals even in the case of the frame removing mode. CONSTITUTION: This encoding controller is constituted of (m)-surface frame memories 20a-20d to which decoding video signals are respectively inputted, a composition circuit 3 for compostting the video signals read from the (m)- surface frame memories 20a-20d, an encoding circuit 4 for encoding composite video signals outputted from the composition circuit 3, a buffer memory 5 for storing and outputting output from the encoding circuit 4 and a read control circuit 7 for controlling the read of the (m)-surface frame memories 20a-20d. When the stored information amount is increased and the buffer memory 5 is to overflow, the encoding circuit 4 is turned to the removing mode, the read from the (m)-surface frame memories is stopped for a prescribed frame period and the input of the composite video signals to the encoding circuit 4 stopped. |
