PROBLEM TO BE SOLVED: To provide the easily realizable encoding device and decoding device of multilevel images for which calculation accuracy and memories required at the time of encoding and decoding are reduced and probability estimation is mitigated. SOLUTION: An image decomposition part 2 decomposes a bit string for indicating picture elements into plural parts for image data 11 from an image input part 1. Then, the picture element value of a decomposed encoding object picture element and the picture element value of a reference picture element are sent out to an image analysis part 3 as decomposed image data 12. The image analysis part 3 sends out the picture element value of the decomposed encoding object picture element to a code word preparation part 5 as decomposed picture element value data 13 and sends out the picture element value of the reference picture element to a probability estimation part 4 as state data 14. The probability estimation part 4 sends out probability estimation data 15 corresponding to the state data 14 to the code word preparation part 5. The code word preparation part 5 prepares code words for the respective decomposed parts and sends them out to a code output part 6 as code data 6.
