The control part 21 compares the added successive number with the check point successive number of the part 22 management at the present time by a comparison judging part 25 at the time of transmitting the communication packet. At the time of difference, the check point is obtained after generating the packet so that the packet is instantaneously transmitted. At the time of coincidence the succeeding check point is waited to be obtained so as to be transmitted. That is, at the time of transmitting the packet, the required one is permitted to be on standby without waiting till the succeeding check point is obtained in whole packet transmission so that communication is processed at high speed.
