PURPOSE: To provide an information processor which can reduce the deterioration of images in a decoding mode even though the images are compressed and encoded. CONSTITUTION: The image signals are divided into blocks in every (m×n) pixels by line memories 401 to 404 (m, n: natural numbers) and then undergo the Hadamard orthogonal conversion in every divided pixel block through an Hadamard converter 405. Then a segmentation circuit 418 decides the attributes of images in every pixel block. Based on these decision results, an optimum look-up table ROM is selected and every pixel block is encoded.
