PROBLEM TO BE SOLVED: To enable reuse of the collected used developer by recomposing used catalysts. SOLUTION: The final volume Vf of the developer is decided from the expression: Vmin =(Vi×Bi )/Ba , where Vmin is the minimum volume of the recomposed developer, Ba is the objective concentration of a bromide in the developer, and Bi is the concentration of the bromide in the developer, and the used developing solution is diluted so as to satisfy Vw +Vs =Vf -Vi where Vw is the volume of water and Vs is the volume of the developing solution. A sufficient amount Ws of an important component is added to attain the objective concentration from the expression: Ws =Vf×CCa -Vi×CCi -Vs×CCs , where CCs is the objective value of the important component concentration, CCi is the concentration of the used developer and CCs is the prescribed concentration of the important component, and an amount Wn of a nonimportant component is added from the amount Wn decided by the expression: Wn =(Vf -Vi )×NCs -Vs×Cs , thus permitting the decomposition of the used developer to be executed.
