PURPOSE: To reduce the number of users disabled of PHS speech due to concentrated traffic to a prescribed area by deciding a service area assignment plan to the base station for each time zone based on a predicted speech amount. CONSTITUTION: The PHS speech amount of each peripheral base station of, e.g. a station, shopping center, a restaurant place changes with each time zone. Then the speech amount for each time zone in future as to its own base station is predicted based on the result (1). The predicted value is sent to the peripheral base station (2). A predicted value from the peripheral base station is received and stored (3). Based on the speech amount predicted value for each time zone of itself and the peripheral base station, the assignment plan of the service area to the base station is generated for each time zone so as to reduce the total number of speech disabled users (4). The generated assignment plan is sent to the peripheral base station (5). Furthermore, the assignment plan generated by the peripheral base station is sent (6). The size of the service area of its own base station is finally decided based on the assignment plans (7). |
