Triisocyanate, a mononer, an oxidant, a reductant, and an organic sol- vent are added in surfactant-melted aqueous solutioin, stirred at a uniform rate to make oil droplets, polymerized interfacially with multifunctional alcohol, filtrated, washed, and dried. In the process, triisocyanate must be a reactant of 2-ethyl-2-(hydroxymethyl-1,3-pro-panediol and toylene-2,4-diisocyanate at a mole ratio of 1:3, the concentration of triisocyanate must be 15-25 wt.% based on the total wt. of oil drops. Gelatin and arabic gum must be used as a surfactant and the concentration of gelatin and arabic gum must be 0.9-1.5 wt.% based on the wt.% of aqueous solution.
