PURPOSE: To facilitate insertion work of an intermediate shaft by forming at least an upper part of a cylindrical body as a protruding part formed in a downward inclined state onto the engine room side in a hole cover for closing a through hole for a steering column shaft provided in a dashboard panel. CONSTITUTION: A hole cover 100 has a cylindrical body 100a, a collar part 100b extended radially from the body 100a so as to be able to close a through hole 104a of a dashboard panel 104, and a protruding part 101 fitted to the through hole 104a. In this protruding part 101, at least an upper side protruding part 101a is extended in the downward inclined state onto the engine room side, and this upper side protruding part 101a is protruded onto the engine room side more than a lower side protruding part 101b. An inner peripheral surface of the protruding part 101 of the hole cover 100 is made a guide face 100c formed almost continuously on the inner peripheral surface of the cylindrical body 100a. Insertion of an intermediate shaft can thereby be guided smoothly.
