PURPOSE: To provide the reactor capable of suppressing temp. rising therein and being stirred sufficiently. CONSTITUTION: In this reactor which contains photosynthetic microorganisms capable of producing hydrogen by decomposing organic matter in waste water through utilization of sunlight, a number of reactor bags 12 are formed from a material having a flexible structure, such as plastic material and the top of each of these reactor bags 12 is connected to a pipeline system 14 for discharging generated hydrogen and also, the respective reactor bags 12 are arranged under the water surface 11 such as sea surface.
