The invention relates to a fixing clip (7) with manual operation for joining together in a removable and pivoting manner, two elements, one of which carries the clip (7) and the other a small rod (4) forming a pivot point. The clip (7) has a flexible lip (11) forming, together with another lip (12) an elastic pinching slit (16) for entry into a housing (15) of the small rod (4). A movable bar (22), connected to the clip (7) via elastic tongues (23) is placed between two lips (11, 12) either in order to move them apart enough to allow the small rod (4) to get out, or to immobilise the flexible lip in order to prevent the small rod (4) from getting out, depending on the embodiment. Application to devices for removable and pivoting connection of a raisable vehicle seat part (1) on a base (5) connected to the body of the vehicle.
