PURPOSE: To prevent a hydraulic turbine and a generator from being damaged because of overshooting, and also prevent time required up to a target turbine revolution from being prolonged because of undershooting by eliminating overshooting and undershooting in revolution speed at the time of starting, which is caused by the difference in head of water between a wet season and a dry season. CONSTITUTION: The water level of each dam is detected by an upper dam water level detector 13 and a lower dam water level detector 14, and its deviation, that is, a head of water (difference in water level) D is thereby obtained, a correction valueμin response to a head of water D is outputted by a setter 22, and the speed set value of a speed setter 21 is multiplied by the correction valueμ, so that the speed set value in response to a head of water, is thereby corrected. Revolution speeds at the time of starting is thereby prevented by this correction from overshooting and/or undershooting.
