The apparatus includes a primary plunger pump(11) which delivers a waste edible oil entered the outside toward a reaction chamber(3) with a diluted detergent solution at a regular rate in a diluted solution chamber(2) and which is mixed and agitated by an stirring pan(3a); a secondary plunger pump(21) which is connected with a deceleration motor and delivers a reaction chemical in the reaction chamber(3) by interposition a stored chamber(4) of the reaction chemical with water in the water tank, toward a mixed chamber(31) at a regular rate; and a mixing apparatus(30) for the delivered reaction chemical and water.
