A heater for the cooling water of an internal combustion engine equipped with a cooling water pump has a housing (6) and a rotor (19) located in the housing (6). Housing and rotor are rotated in opposite directions by the engine. The viscous liquid (40) contained in the housing (6) is thus heated by shearing and its heat is transmitted to the cooling water. The heater (7) is integrated into the engine cooling water pump and the cooling water flows through a hollow shaft (3) that forms a common driving shaft for heater (7) and cooling water pump.
