PURPOSE: To obtain a battery state decision unit in which the memory effect and/or deterioration of a battery (service life) can be detected even under the operating state of a battery having current and voltage values variable frequency during discharge, e.g. a battery mounted on electric automobile. CONSTITUTION: The detection value VB/IB of a voltage/current detector 21 is stored at a memory section 24 at a plurality of moments of time in the discharge process of a battery 15 and a regression line operating section 27 determines the inner resistance Rc and open voltage (no-load voltage, electromotive force) Ec of the battery 15. Consequently, the memory effect can be detected based on the lowering of battery open voltage Ec under operating state of a battery 15 having current value IB and voltage value VB variable frequently during discharge and deterioration of the battery 15 can be determined based on the increase of inner resistance Rc. |
