PURPOSE: To obtain a catalyst with an activity to perform hydrodesulfurization and denitrification and a high activity even in pre-desulfurization by specifying an active metal species, an additive, and an X-ray diffraction pattern, in the catalyst wherein an activated metal and phosphoric acid are borne on an alumina carrier, and indicating a characteristic peak in powder X-ray diffraction due to the residual of an organic additive with which the catalyst is impregnated. CONSTITUTION: Aγ-alumina carrier is caused to bear an activated metal of group 6, 9 or 10 metals of the periodic table and phosphoric acid. In addition, the catalyst is impregnated with an organic additive of divalent or trivalent alcohol with 2 to 10 carbon atoms per molecule or ethers thereof and polyethylene glycols. In addition, the characteristic peak of an oxide species of group 6 metals in the periodic table is present at the position of 2θ=6 to 8 deg. in a powder X-ray diffraction pattern, and the organic additive is residue in the catalyst. The catalyst thus obtained has an excellent hydrodesulfurization and denitrification activity, so that the catalyst can be activated without using an expensive sulfurization agent.
