PURPOSE: To shorten delay for the program searching of a new program without decreasing the maximum value of numbers provided at a time by deciding whether or not reading is performed in the present reading period when a new reading request is received. CONSTITUTION: A reading managing part 15 instructs the reading of a segment in accordance with a reading request located at the forefront of a reading queue to a memory device control part 12 at the initial stage of the present period, and receives a data reading request from terminals 171 -17n via a network 16, and performs queuing on the order without disturbing seek distance of the reading queue of the present period when the reading in the present period is enabled. Also, when the reading in the present period is disabled, the queuing is performed on an appropriate order in which the seek distance of the reading queuing in the next period is minimized. After that, after the completion of reading of one segment is confirmed and a new reading queue in the next period is generated, the period is completed. |
