The method is for manufacturing a magnetic recording medium having a high permeability in the high frequency band by reducing the difference of the permeability according to the direction of the thin film surface. The method comprises the steps of: installing a substrate(1) on a substrate holder(3); forming a magnetic layer by applying a magnetic field on both sides of the substrate(1); forming an insulator on the magnetic layer; rotating the substrate holder(3) at a random angle; and repeating the processes of forming the magnetic layer and the insulator to rotate the substrate holder(3) in sequence.
