This invention is a contraceptive device made-up of a rolled tubular condom (25) having an open end and a closed end having thereon a ribbed reservoir, with first ends of a pair of strips (26) of a preferred width being rolled into the condom (25) on opposite sides thereof for unrolling the condom (25) onto the penis. Methods and apparatus are provided for assembling the device wherein the condom (25) is placed on an elongated form and the first ends of the strips (26) are brought into contact with the condom (25) and held on opposite sides of the condom (25) adjacent to the open end of the condom (25). Streams of air applied to the strip ends is the preferred way of holding the strip ends in contact with the condom (25) as elongated rolling elements (58) are brought into contact with the condom (25) at the open end thereof and then moved in directions parallel to the condom axis toward the closed end of the condom to roll the condom and strips. Intermediate portions of the rolled strips are moved radially inward toward each other by fingers or streams of aid and held there as two heat sealable packaging sheets (27) are moved together on opposite sides of the condom, with the free ends of the strips extending away from the condom in opposite directions to be sealed at the edges of the package when the packaging sheets (27) are secured together.
