PURPOSE: To measure a leakage current in a state that an element for lightning arrester is packed for transportation. CONSTITUTION: An element 1 is placed on a base 7 in an insulating container 2. A grounding terminal 13 is attached to the base 7 and electrically connected to a low-voltage electrode 4 in the container 4. A high-voltage terminal 11 is attached to the top lid 12 of the container 4 and a compression spring 8 is interposed between the terminal 11 and a high-voltage electrode 3.
