<p>PURPOSE: To reduce hardware for the processing of a color pallet image and to process the color pallet image with the same coding system as that for video image information by making the information of the color pallet image coexist in an encoder and a decoder according to the internationally standardized coding system of the video image information. CONSTITUTION: The color pallet image is encoded by using 2DVLC which encodes a quantized DCT coefficient or a differential DC code which differentially encodes a DC component in the quantized DC coefficient out of a Hoffman code to variably encode the video image information. Thereby, a variable encoder part 31 and a multiplexing part 32 in the encoder 1 can be made common for color pallet image data and video image data.</p> |
