PURPOSE: To exactly detect the state change of a PVC by accurately recognizing the present link state and promptly reflecting the latest link state on a PVC state control system by a PVC state confirmation procedure. CONSTITUTION: When the link abnormal state between frame relay terminal T 1 and a frame relay exchange node F 1 is recognizied by a node F 1, a link faulty state is saved in a link state save area S 11. For all PVC defined in a terminal line L 1, a corresponded PVC path is used. The faulty state is notified to a frame relay exchange node F 2 connecting a frame relay terminal T 2 to be the communicating party of the PVC by a line state change notification frame. In the node 2 receiving a line state change notification frame, the fact that the pertinent PVC path is a communication impossible state is recognized, the state is saved in a PVC state save area 22, the state is returned to the node F 1 and a terminal link state is saved in a save area S 12.
