FIELD: hydraulic and wind electrical power engineering; usage and regulation of small river and water basin outflow. SUBSTANCE: power plant has building for accommodation of hydraulic power unit with low-head and high-head power generating modules, water-raising wind power unit with windwheel having horizontal shaft installed on reinforced concrete tower and two multibucket water elevators installed inside tower and connected with windwheel shaft through a system of taper bevel gear drives. Regulation of river water outflow is effected with the help of additional natural water basins in combination with man-made water basins in case of no natural wind. Water-raising wind power unit is provided with bucket elevators, water doser, damper reservoir located in upper part of tower. Windwheel is started at empty bucket elevators.
