PURPOSE: To accurately obtain a rule parallel to a step by cutting cross grooves at an interval in the direction perpendicular to the groove formed by a stripe on a plastic sheet or a hard sheet. CONSTITUTION: A surface plate 3 is stuck corresponding to a punching die installed in a flat board punching machine and a rule cutter of the punching die on a cutting plate. The plate 3 is formed by a groove formed by the two stripes of a plastic sheet or hard sheet, a polyester film at the bottom and a double-sided adhesive on its rear surface. Cross grooves 35 are formed perpendicularly to the groove 34 of a female die 3. When the die 3 is set and punched, a desired corrugated fiberboard is formed. In this case, a core 23 is not uniformly compressed at the right and left sides of a rule 22. Small protrusions 351 are formed perpendicularly to the surface plate mark 21.
