PROBLEM TO BE SOLVED: To provide a photopolymerizing composition which can be used for a reactive polymerizing initiator, a color calibrating element and a printing plate. SOLUTION: A photopolymerizing composition is formed by containing A to C, and a method is provided to manufacture such a photoplymerizing composition. (A) one or more kinds of free radical polymerizing ethylenic unsaturated monomers, (B) one or more kinds of organic binders and (C) a material by combining one ore more kinds of light initiators being acyl oxide phosphine or diacyl oxide phosphine and a fluorescent whitener with each other.
