The beam-shaped radio signal is set to a radiation area smaller than the area of the communication area 11b and a scanner in the transmission/reception unit 15 electronically scans the area in a direction orthogonal to the traveling direction of the vehicle 12 in the communication area 11b. At this time, scanning areas by transmission antennas adjacent to each other are mutually synchronized so that they are not covered by both the antennas at the same time.</p>
