PURPOSE: To avoid interference even if plural mobile objects exist in the same communication area and to surely specify the mobile object executing communication. CONSTITUTION: A response unit 13 executing the transmission operation of a radio signal including a call response signal when a pilot signal from a transmission/reception unit 15 is received loaded on a vehicle 12. The transmission/reception unit 15 executes the transmission operation of the beam- shaped radio signal including the pilot signal to the communication area 11b which is set in a lane 11a where the vehicle 12 travels through a transmission antenna with high directivity, and the unit 15 transfers/receives data with the response unit 13 in acccordance with the reception of the call response signal from the response unit 13. The beam-shaped radio signal is set to a radiation area smaller than the area of the communication area 11b and a scanner in the transmission/reception unit 15 electronically scans the area in a direction orthogonal to the traveling direction of the vehicle 12 in the communication area 11b. At this time, scanning areas by transmission antennas adjacent to each other are mutually synchronized so that they are not covered by both the antennas at the same time.
