PURPOSE: To display the kind of power supply to a relevant power equipment in the power equipment system chart displayed on a CRT by providing a charging/power failure discriminating function in the processing section of a monitoring and controlling device and retrieving the kind of the power source corresponding to the predefined charging kind from the charged state of a node relevant to the main bus of a power system. CONSTITUTION: The processing section 1 of a monitoring and controlling device constituted of the processing section 1, a CRT 2, a keyboard 3, a printer 4, and a transmission line 5 has a charge/power failure discriminating function 13 having a power source discriminating means. The charging bit and charging kind of the node corresponding to the main bus in a power equipment system diagram and the kind of characters indicating the power source corresponding to the charging kind are predefined. At the time of discriminating the charging, the charged states of all buses are set as charging bits after discrimination and the characters of the relevant kind are retrieved by referring to the power source discriminating means, and the kind of the power source which supplies electric power to the load is displayed in the power equipment system chart on the CRT 1 through a graphic processing function 12.
