PURPOSE: To obtain an image of good quality with small power consumption stably over a long period of time by using a cleaning blade, the edge region of which is formed by fluorine polymer or a composite material containing an elastomer, and using toner, the particle diameter and the glass transition point of which are respectively below specified values. CONSTITUTION: At least the blade edge region of a cleaning blade is formed by fluorine polymer or (and) a composite material containing a fluorine elastomer, and toner to be used has a particle diameter of 8μm or less and a glass transition point of 58 deg.C or less. Preferably, the material quality of the vicinity of the edge of the blade to be used for cleaning is different from the principal material quality of the blade, and the region within 0.1mm from the edge is formed by fluorine polymer or a composite material containing elastomer. Thus, the coefficient of friction is decreased so as to cope with toner having a smaller particle diameter and a lower glass transition point, high image quality can be obtained by reducing the particle diameter of toner, and energy saving can be accomplished by lowering the glass transition point.
