PURPOSE: To prevent a tailing phenomenon of toner by providing a means for applying bias voltage of the same polarity as that of charges of toner to an elastic body of a fixing roller containing a conductive member to make a speci fied value of an electric current flow to a transfer material. CONSTITUTION: Methyl phenyl base silicone oil which is a conductive member is applied to an elastic body of a fixing roller 1 by an application roller 11. The temperature of the fixing roller 1 is kept above 140 deg.C, for example 160 deg.C-180 deg.C, whereby the impregnating ability of oil is further increased, and the conductivity of oil itself is increased. Bias voltage of the same polarity as that of charges of toner is applied to the core bar 2 of the fixing roller 1 by a power supply 20 to make an electric current about 0.1μA-10μA flow from the fixing roller 1 to a pressure roller 4. The voltage of the power supply 20 is controlled in such a manner that an electric current about 0.1μA-5.0μA is made to flow from the fixing roller 1 to a transfer material P. Thus, toner is electrostatically held on the transfer material so as to prevent the occurrence of a tailing phenomenon.
