PURPOSE: To stably obtain a high-quality image by forming the surface of a developer carrier of a resin covering layer provided with a recessed surface. CONSTITUTION: A developing sleeve 8 being a developer carrier is constituted of a metallic cylindrical tube (base body) 6 and the resin covering layer 7 formed on the surface of the tube 6 and provided with a semi-spherical recessed surface. The recessed surface on the surface of the layer 7 is formed by forming a covering layer obtained by dispersing spherical grains on the base body 6 and the spherical grains on the surface of the resin covering layer are removed from the surface of the resin covering layer by executing mechanical processing such as grinding and/or chemical processing such as dissolution. Then, the sleeve 8 is rotated in a direction shown by an arrow A by carrying magnetic toner 4 being one-component magnetic developer supplied from a hopper 3 so as to carry it to a developing part where the sleeve 8 and a photoreceptor drum 1 are faced.
