Substituted benzoic acids of general formula (I) and salts thereof. They exhibit excellent herbicidal activity and crop selectivity, and therefore compositions containing the same are useful as a herbicide, wherein A is N or a carbon atom substituted with R3; Z is O or S; R1 and R2 are each independently H, C1-C6 alkyl, C1-C6 alkoxy, cyano or the like; R3 is H, C1-C6 alkyl or halogeno; R4 is COOR7, CHO, COR8, CH(R8)OR9, C(R8)=NOR10, COON=CR11R12, CR13OR14OR15, CONR16R17 or CON=C(R18)NR19R20; X is C1-C6 alkyl, C3-C7 cycloalkyl or the like; m is an integer of 0 to 4; Y is O, S, CR21 or NR22; and n is an integer or 0 to 3.
