The prefab panel(1) useful for an anti-noise wall or a construction field is formed with a waste tire and reinforcing pipes(2) by a compression mould. A rectangular reinforcing pipe(2) can be force-fitted into each bore which is pre-formed length-wise in the panel body at a regular distance. A fitting groove(4) is formed lengthwise in a side wall of the panel, and a fitting protrusion(3) formed lengthwise on the other side wall of it.
