PURPOSE: To height the serviceability of a blind by enabling freesetting in the open or closed state of slats according to its use. CONSTITUTION: Raising/lowering cords 2, 3 having a proper interval between them, which are suspended from an upper horizontal rod 1, are passed through inserting holes on plural pieces of slats 4, and the lower ends of the cords 2, 3 are secured to a lower horizontal bar 6. The top sides of the cords 2, 3 are hung down on the front side of the slats 4 through a cord-securing mechanism 9 provided on one end side of the upper horizontal rod 1, and cord-securing arms are protruded on a turning rod provided in longitudinal direction in the upper horizontal rod 1, which are in front and rear direction at a proper interval. Operating cords 16, 17 & 18, 19 secured insertionlly to the front and rear parts at both sides of these cord-securing arms are respectively hung down on the front and rear sides of the slants 4. The operating cords in the front and rear sides are fastened to the slat 4 at the top part, and the lower end parts of the operating cords are fastened to the lower horizontal bar 6. Supporting cords are spanned between the operating cords in the front and rear sides and the slats 4 are placed on the supporting cords, left and right, and are positioned. The top sides of the operating cords passed through the cord-securing arms are hung down on the front side of the slats through the cord-securing mechanism 9. A gear provided on one end part of the turning rod 23 is engaged with a gear on a turning shaft 34 connected with a turning-operating rod 32 arranged vertically at the front side of the slats 4.
