PURPOSE: To enhance the oscillation damping effects of a device which damps the oscillation of a ship or other objects through the oscillation of a weight in a phase that isπ/2 delayed with respect to the oscillation of the object by braking, if the phase of rotation of an oscillating link is advanced from the phase of oscillation of the object, a buffer member which damps the rotary movement of the link. CONSTITUTION: When a ship S oscillates crosswise, a link 1 equipped with a damper CL 1 is put into apparent oscillation by the inertia of a weight W1 in the opposite direction to the direction of oscillation of the ship S, but is oscillated with a little delay from the oscillation of the ship S since there is a restoring force caused by a spring 7. Then a movable gear 3 is rotated relative to a fixed gear 2 as the link 1 oscillates, so the weight W1 is rotated at increased speed in the same direction as the oscillation side of the link 1, and the inertial effect of the weight W1 is enhanced. The support point P4 of the spring 7 is provided within a guide groove 8a in such a way as to be free to move vertically, and the position of the spring support point P4 is adjusted by control of a cylinder CL2 in accordance with outputs from a rotation angle sensor S1 and an oscillation angle sensor S2.
