PURPOSE: To improve gas barrier property and peel resistance of a coated layer to be filmed by using a film layer consisting of a polyester film whose glass transition temperature is lower than that of a base film, having an average roughness of a specified value, layered on at least one face of the base film. CONSTITUTION: In a coated layer forming film 1, a coated layer 12 consisting of a metal or metal compound is formed by a vapor phase growing method. The coated layer forming film is formed of a base film 10 consisting of a crystalline polyester film and a film layer 11 consisting of a polyester film whose glass transition temperature is lower than that of the film 10, layered on at least one face of the film 10. The average roughness of the film layer 11 is 0.005-0.06μm. The coated layer forming film has the film layer 11 consisting of the polyester film whose glass transition temperature is lower than that of the film 10. The film layer 11 functions as an adhesive for the coated layer 12 to be filmed thereon, so that peeling of the coated layer scarcely occurs.
