PURPOSE: To obtain a water absorbing sheet having high water absorbency and an ultralow amount of elution in water by covering a water absorbing film consisting essentially of a specific water absorbing polymeric compound with a semipermeable polyvinyl alcohol film. CONSTITUTION: This water absorbing film is obtained by covering a water absorbing film consisting essentially of a water absorbing polymeric compound comprising a recurring unit of the formula (AXAR2 ) A comprises (CH2 CH2 O) and formula I (Y is a >=10C hydrocarbon group) and the form of addition thereof is represented by formula II [(m), (n) and (p) are each an integer of >=1 and 44[(m)+(p)]/(molecular weight of a >=12Cα-olefin oxide) (n)=(94/6) to (90/10)]; X is a residue of an organic compound having 2 active hydrogen groups} with a semipermeable polyvinyl alcohol film. The resultant sheet is convenient for distribution and storage, readily handleable and good in appearance.
