In manufacturing an information recording medium capable of recording and reproducing information, a magnetic layer (20') with a uniform thickness is formed on a substrate (10), and is partially physically removed so that a plurality of magnetic bars (20a, 20b, 20c,---), which constitute an information recording section (20), are arranged on the substrate in the scanning direction of a magnetic head. Thus, cards can be prevented from being altered or forged, and the recording density and the accuracy of information can be improved. <IMAGE>
