PURPOSE:To attain high picture quality processing by devising the device such that an area increasing bit allocation is designated in a picked-up picture displayed on a display screen of a monitor in advance at compression processing of a picture data after the picture data by one pattern is stored once in a memory and the picture data belonging to the designated area receives high bit allocation at the compression processing. CONSTITUTION:A picture data stored once in a block processing section is converted into a video signal of a prescribed format by a reproduction processing circuit 70. An area designation section 74 designates a coordinate data O(x, y) representing a center position O of a frame 95 to designate an area 94 in which bit allocation is increased at picture data compression processing in a picture displayed on a display screen 90 of a monitoring device 72. An area arithmetic section 76 obtains coordinates of apexes A, B, C, D of the frame 95 to specify the area 94 on the display screen 90 designated based on the position information of the position O, the area decided by the apexes A, B, C, D and a block number A-blk(n) included in other area than the designated area. The result obtained above is inputted to an area storage section 78 and an area bit distribution arithmetic section 82. The area storage section 78 stores the position information to specify the area 94. The area bit distribution arithmetic section 82 calculates a bit number A-bit(n) distributed to each area based on a picture quality weight coefficient W(n) of each area of the screen 90 set by a picture quality weight coefficient setting section 80 and on the block number A-blk(n) of each area of the screen 90 and outputs the result to a bit factor calculation section. |
